The full title of the Commission was: Royal Commission to Inquire into the Causes of and Measures Taken to Prevent the Bush Fires of January, 1939 and to Protect Life and Property; and, The Measures to be Taken to Prevent Bush Fires in Victoria and to Protect Life and Property in the Event of Future Bush Fires.
The Governor of the State of Victoria appointed Leonard Edward Bishop Stretton, a Judge of County Courts, to conduct the Royal Commission. This appointment along with the terms of the Commission were published in the Victoria Government Gazette 27 January 1939.
The Commission produced a twenty-six page report that was presented to both Houses of Parliament. The report was published. It was also included in 'Votes and Proceedings of the Legislative Assembly and Papers', Session 1939, pages 527-563.
The original signed report was retained within the inward correspondence files of Department of the Premier. It is located in VPRS 1163/P0, unit 628, file number 39/1210.
