A Minister for Energy and Minerals was appointed in October 1992 upon election of the first Kennett Government. The Minister for Energy and Minerals succeeded the Minister for Manufacturing and Industry Development (VRG 97).

Following the re-election of the Kennett Government in April 1996 the Energy and Minerals portfolio ceased. Responsibility for minerals passed to the Minister for Agriculture and Natural Resources (VRG 122). Responsibility for energy transferred to the Treasurer (VRG 23), except for responsibilities relating to the Chief Electrical Inspector, which passed to the Minister for Industry, Science and Technology (VRG 124).
The relationship between privatisation of the energy (electricity and gas) sector and changes of ministerial responsibility, in particular, the assumption of responsibilities by the Treasurer, is subject to research. The precise nature of ministerial responsibility for energy in the privatised environment is also subject to research.
