Following significant machinery of government changes following the election of the Kennett Government in 1992, a Natural Resources portfolio was established with the appointment of a Minister for Natural Resources. The portfolio comprised the previous Water Resources portfolio (VRG 114) and some aspects of the Tourism portfolio. The appointment was published in the Victorian Government Special Gazette number 53(S53) on 9 October 1992.
All Acts previously assigned to the former Water Resources portfolio, and one Act from the Tourism portfolio, were transferred to the Minister for Natural Resources on 9 October 1992, by Administrative Arrangements Order number 114. The order was published in the Victorian Government Special Gazette number 53 (S53) on 9 October 1992.

Following machinery of government changes following the re-election of the Kennett Government in April 1996, the portfolio of Natural Resources was abolished and replaced with portfolios of Conservation and Land Management, and Agriculture and Resources.
