Establishment and Functions
In 1985 the Minister for Sport and Recreation succeeded the Minister of Youth, Sport and Recreation (VRG 66).
Following the election of the first Kennett Government in October 1992 the Sport and Recreation portfolio was renamed Sport, Recreation and Racing.
In April 1996 a Minister for Sport was commissioned to undertake the responsibilities previously vested in the Minister for Sport, Recreation and Racing.
Essentially the Minister is responsible for promoting the fitness and general health of Victorians and for improving the facilities available for leisure activities.
The prime functions associated with this portfolio are:
sport and recreation including the provision of advice and financial assistance to municipal councils and community groups to aid recreation planning and the design and management of facilities; training for recreation workers, sports officials and coaches; state-wide co-ordination of sport, recreation, leisure, safety and fitness programmes and services; regulation of professional boxing and martial arts through the Professional Boxing Control Board; development and management of major facilities such as the National Tennis Centre, support for the State Sports Council and the Community Recreation Council.
racing and gaming including the regulation of thoroughbred, harness and greyhound racing through the Bookmakers and Bookmakers' Clerks Registration Committee; registration of bookmakers; and regulation of off course totalizer betting, raffles, bingo and other gaming activities.
The Department of Sport and Recreation (VA 2691) provides a central co-ordinating role for the portfolio's activities. A number of statutory authorities are included in the portfolio including the Greyhound Racing and Bingo Permits Board, the Totalizer Agency Board and the Racecourses Licences Board. A number of other bodies are also associated with the portfolio such as the Victoria Racing Club, VICSWIM and VICFIT.
