In December 1990, a Manufacturing and Industry Development portfolio was established with the appointment of a Minister for Manufacturing and Industry Development. The portfolio comprised the former Industry and Economic Planning portfolio. The appointment was published in the Victorian Government Gazette number 1 (G1) on 9 January 1991, and was effective as of 18 December 1990.

All Acts previously assigned to the former Industry and Economic Planning portfolio were transferred to the Minister for Manufacturing and Industry Development, by Administrative Arrangements Order number 83. The order was published in the Victorian Government Gazette number 50 (G50) on 19 December 1990.

Following the election of the Kennett Government in October 1992, the portfolio of Manufacturing and Industry Development was abolished. Acts assigned to the Minister were transferred to the Minister for Industry and Employment, Minister for Industry Services and the Minister for Energy and Minerals.
