Function / Content
This series constituted the general correspondence of the Ethnic Affairs Commission (VA 1029).
This series documented the activities of the Commission and its predecessor bodies, the State Immigration Office and the Ministry of Immigration and Ethnic Affairs.
In 1983 the Commission assumed the functions of the Community Education and Development Division, Community Relations and Liaison Division and the Migrant Services Division of the Ministry of Immigration and Ethnic Affairs. The functions of the Immigration Division of the Ministry and its previous agencies were transferred to the Commonwealth Government.
The immigration function centred around the sponsorship of residents of the U.K. Following the transfer of immigration function to the Commonwealth Government in 1983, records relating to this function were transferred into archival custody, eg sponsorship files, lists of migrant arrivals by ship (VPRS 5979) and air (VPRS 5980).
In 1985, all grant application files created from 1981 to 1985 were incorporated into the centrally created files (this series). The grant application files are sentenced temporary under the Records Disposal Schedule for the Department of Premier and Cabinet, PROS 99/1.
Recordkeeping System
The general correspondence files were registered and controlled within an annual single number system.
The recordkeeping system comprised the following series:

Register of General Correspondence Files, Annual Single Number System (records not transferred as at 2005).
File Movement Cards (records not transferred as at 2005).
Index to General Correspondence Files, Annual Single Number System (records not transferred as at 2005).
All inward correspondence other than Ministerial was received in the Registry where it was opened, date stamped, and attached to the appropriate file and given a sequential folio number. It appears that the registry staff consulted the alphabetical file Index to determine whether a file on the subject had been registered previously. If no file existed, the staff created a new file under a new registration number taken from the File Register.
