- Function / Content
This series comprised general correspondence files of the Town Planning Section/ Property Group. This series documents the business activity of the Section.
The Section provided statutory and strategic town planning advice and services. The section was one of four Sections (others being Valuation, Survey and Draughting) comprising V/Line Property Group's Professional Services Department.
Up until August 1985, the Town Planning Section checked all new planning schemes, amendments and changes to planning controls which affected MTA land, and submissions were lodged with the responsible authorities where considered to be appropriate. The hearing of submissions and further negotiations with Councils and the Ministry for Planning and Environment was also handled by the Town Planning Section.
Another service provided by the section was to advise MetRail in respect of planning controls which affected their proposed developments and whether or not they required planning permits. Where permits were required, the Section applied for the permits, liaised with the responsible authorities and provided the necessary input to gain consent for the project.
The Statutory Town Planning Service was split between the Met Urban Development Planning Section (located within the PTC Corporate Group) and the Town Planning Section, V/Line (located within the PTC Corporate Group).
In 1990, the Town Planning Section assumed responsibility for Statutory Town Planning for the Corporation as a whole, and for Strategic Town Planning for V/Line (i.e. to compliment the objectives of the Corporate Strategy Division.
- Recordkeeping System
This series appears to be an accumulation of a number of filing systems. The series comprises:
EO (Estate Office files). The EO files relating to town planning (from VPRS 13181 General Correspondence Files, Annual Single Number System, Estate Office/Property Group were inter-sorted alphabetically within this series at some stage,
PG (Property Group) files created under an annual single number system with PG prefix. Further research is required to document the recordkeeping system of the Property Department, Multiple number files created within the State Transport Authority's central correspondence system, ie VPRS 12638 General Correspondence Files, Multiple Number System, Subject files created by the Town Planning Section, V/Line and the Met Urban Development Planning Section.
All planning scheme files were arranged alphabetically by location or by name of the planning authority, i.e. name of the Council/ Melbourne Metropolitan Board of Works, Town and Country Planning Board.
