How to use the Records
The index is arranged in alphabetical order by name of agency or organization or subject of report or conference. Some entries were cross-referenced.
Reports, as a collection, may have commenced in the early 1860s. Report numbered 1 (one) is listed under 'V': Victorian Railways. Report by Andrew Clarke R.E., date: 1856.

This index was created to facilitate retrieval of reports by agency or organization or subject heading. It is understood that this library or its contents no longer exist.
(Monographs were not listed in this index. If there were any in the collection, they may have been managed with a card index.)
It appears that the reports had been received and accumulated over the years and were given a sequential number as they were shelved. However, the index may have been instituted in (circa) 1892 by the Railway Construction Board.
Recordkeeping System
Reports were arranged in single-number order. Entries were made in the index in alphabetical order by agency and title of report and cross-referenced by subject.
The consitency of the handwriting indicates that the index was created well after the receipt of the first report; it is suggested that it was commenced in 1892.
