  • How to use the Records
    The determinations were arranged in order of application/appeal number. This number was allocated in a single number sequence from 1969 to ? 1970 and since then under an annual single number system, that is, the first application received in each year was numbered 1 for that year.

    For the period 1974 to July 1989:
    Appeal numbers can be obtained from VPRS 8376 Register of Planning Appeals or from VPRS 8348, Card Index to Appeal Files,Planning if the name of the municipality and the address at which the property was located is known.

    For the period 1989-1996:
    In 1989 a computer based case management known as Courtlink was set up.

    Refer to VPRS 8375 Courtlink Case management System (Index to Appeal Files: Computer Output Index). Part of this computer generated index has been transferred to the PROV.

  • Function / Content
    This series contains the master copy of determinations laid down by the Towm Planning Appeals Tribunal VA 598, Planning Appeals Board VA 1408, Planning Division of Administrative Appeals Tribunal VA 2659 and the Victorian Civil and Administrative Tribunal VA 4146.

    Each record of determination was signed by the member of the Tribunal who gave the determination and provided the names of the applicant and respondent, the application number and the Member's legally enforceable decision as to the rights and obligations of the applicant and the respondent in respect of each application.

    Under the provisions of the Records Disposal Authority (RDA) for Administrative Appeals Tribunal, (PROV 91/10, Sec 4.1.0) and the RDA for VCAT (PROV 2005/03, 2.1.1) a master copy of every determination is to be transferred into archival custody for permanent retention.

    Format of records
    All determinations created were maintained by the Tribunal originally in lever arch folders each containing approximately 300 determinations. At some stage they were removed from these folders and placed within file covers. The contents of each file reflected the content of each lever arch folder. The range of decision numbers found on the lever arch folder was copied onto the new file.

    A file was raised for each appeal or application. File numbers were allocated from the Register of Planning Appeals and indexed manually until July 1989. From July 1989, with the introduction of the Courtlink system, the manual indexes and registers ceased to be created. The Courtlink system provided computer based registration, data entry and information retrieval.

  • Recordkeeping System
    The determinations/decisions of the Tribunal were filed in planning appeal number order. Range of appeal numbers was recorded on each file.

    A master copy of each Determination was placed in a separate filing system and made available for public inspection. Prior to 1987 microfiche copies were made for public inspection.
