- How to use the Records
Researchers may identify Planning Scheme Maps/Interim Development Order (IDO) Maps for an area of interest by browsing the consignment details or searching the consignment details electronically.
Researchers can reconcile a Planning Scheme /IDO Map (located in this series), Ordinance Provisions (located in VPRS 16156) and the Planning Scheme Record Cards (located in VPRS 16121) for planning controls in operation prior to Day One, 16 February 1988.
Refer to the written part of the planning scheme (Ordinance) or the IDO text provisions to find out the planning policies and provisions of a particular scheme and the purpose and requirements for the zones and overlays described on a planning map.
- Function / Content
Under the provisions of the Town and Country Planning Act 1944, municipalities were required to prepare Planning Schemes for the Minister's approval. The Act provided for Interim Development Orders (IDO's) to regulate development until a Planning Scheme was finalised.
All planning schemes consisted of maps and ordinances. The planning scheme maps showed the zones and overlays that applied to land covered by the scheme, and the written documentation/ordinance set out the statutory requirements of the policies, zones and overlays described on the planning scheme or I.D.O. map.
This series contains Country Victoria Planning Schemes and IDO maps and approved map amendments for the period 1946 to Day One, 16 February 1988.

The planning scheme records were maintained by the Plan Inspection Section of the Town and Country Planning Board (VA 516) and subsequently by the Department of Planning (VA 599) and the Ministry for Planning and Environment (VA 1024). The Plan Inspection officers were responsible for ensuring that the statutory procedures required by the Town and Country Planning Act for Planning Schemes, Interim Development Order and Amendments were accurately recorded on the Planning Scheme Record Cards (VPRS 16121). Planning Schemes and IDO's prepared by municipal councils, (Country Victoria) were submitted to the Minister for review by the Town and Country Planning Board and for approval by the Governor in Council.
Many of the maps in the series were hand-drafted and coloured, paper or linen-based. Some maps have been damaged by heavy use over many years. Map amendments were recorded by manual notation or photocopied attachments to the original map.
Maps, Ordinance and Amendments prepared by the Melbourne and Metropolitan Board of Works (MMBW, VA 1007) relating to the Melbourne and Metropolitan Planning Scheme were maintained separately, (located in VPRS 16157 and VPRS 16158).
Approved maps are located in the P1 consignment of this series.
The P2 consignment contains the pre Day One, 16 February 1988 Country Victoria Planning Scheme / Interim Development Order maps used as templates.
To facilitate the production of state-wide Day One Planning Scheme maps, the Land Information Branch of the Ministry for Planning and Environment at times used pre-Day One maps as templates for the preparation of Planning Scheme maps to be approved under the Planning and Environment Act 1987, 16 February 1988.
Example: Former Title: Shire of Maffra Planning Scheme (Balance of Shire) has been masked by adhesive label, re-titling the map set Maffra Planning Scheme Local Section Chapter Four - Balance of Shire.
Former Title: Shire of Traralgon Planning Scheme/Interim Development Order has been masked by adhesive label, re-titling the map set Traralgon (Shire) Planning Scheme Local Section Chapter One.
The new titles conformed to the requirements of the Planning and Environment Act 1987.

The planning scheme maps were stored in plan presses in the following categories:
- Public exhibition copy
These maps were submitted to the T.C.P.B when the planning scheme was placed on public exhibition. The proposed planning scheme was held by the T.C.P.B. until the responsible authority adopted the scheme and the Board received a request for a report on the scheme.
- Submitted copy
These maps were those adopted by the responsible authority following exhibition and the consideration of objections. They were submitted to the Minister for Local Government for approval and referred by him to the Board for statutory report. Alterations made to the scheme following consideration of objections were incorporated in these maps.
- Approved copy
Maps in this category were the documents that were approved by the Governor in Council. Any modifications recommended by the Board and approved by the Governor in Council were incorporated in the approved copy of the planning scheme, (located in the P1 consignment).
- Lodged copy
Eight copies of the map, certified to be true and correct were prepared in most cases by the responsible authority upon request from the Board after the scheme was approved. If the responsible authority carried out extensive modifications, the Board's Draughting Section prepared modified copies of the maps. The maps were endorsed by the Enquiry Officers, Plan Inspection Section, after being checked by the Draughting Section. The documents were then distributed to the Legislative Assembly, Legislative Council, Titles Office, Central Plan Office, the Planning Authority and the Minister for Local Government. A copy was forwarded to the Schematic Planning Section and the remaining copy was held in the Plan Inspection Section for perusal by the public.
The Plan Inspection Section maintained Planning Scheme Record Cards (VPRS 16121) on which the officers detailed the statutory steps in the processing of Planning Schemes, Interim Development Orders (IDOs) and amendments.
Coloured Cards were used to categorise Victoria Planning Controls:
- Blue: Metropolitan principal planning scheme.
- White: Amendments to metropolitan planning scheme by the M.M.B.W.
- Green: Amendments to metropolitan planning schemes by municipalities.
- Pink: Principal scheme outside metropolitan area.
- Salmon: Amendments to planning schemes outside metropolitan area.
- Yellow Planning schemes prepared by the Town and Country Planning Board or joint planning schemes.
