  • How to use the Records
    Period: 1954 to 1959
    Refer to the P1 consignment details of this series to retrieve maps for the required municipal area.

    Existing Condition Maps/Proposed Planning Scheme Municipal Area Maps/Amendment and Modification Maps, sequentially numbered, 1 to 48. Refer to units 1 to 48 and 84 to 131.

    Road Reservation (land reserved for proposed main and secondary roads) Planning Scheme Maps and Amendment Maps, sequentially numbered, 49 to 83. Refer to units 49 to 83. Road Reservation Maps complimented the planning schemes with road and public open space definitions. Amendment Maps are attached.

    Period 1959 to 1968
    Refer to the P1 consignment of this series to retrieve the Interim Development Orders (IDOs) Maps/Modification Maps/Consolidated Modification Maps.

    - Interim Development Order 1959, original first printed map, gazetted 16 March 1960 (Planning Scheme Maps were re-numbered 1 to 96, Road Reservation Maps re-numbered 97 to 163). Refer to units 650 and 655.

    Following March 16th 1960 and up until February 1968, there were a number of modifications made to the scheme which were sequentially numbered from 1 to 5B.

    - Interim Development Order 1961, Modifications 1 to 5. Maps Numbered 1 to 96 were referred to MMPS maps. Refer to units 651, 668, 652, 653, 654.

    - Consolidated Modifications (to IDO 1961) 1 to 5B, Maps 1 to 96. Refer to units 661, 662, 660, 659.

    - Consolidated Map Set, 1 to 96, once all the IDO controls lapsed this was the first printed map set produced, (gazettal of the MMPS, 22 May 1968). Refer to unit 656

    Period: 1968 to 1988
    From 1968 to February 16th 1988 there was a total of 529 amendments.

    The MMPS Amendment Maps, numbered, 1 to 529 and the municipal area maps affected by each amendment are located in the P1-units 132 to 648, 666 and in the P2 consignment of this series.

    The MMPS Amendment Number and the municipal area map/s number are required to access the MMPS Amendment maps and the attached affected municipal area maps.

    For a list of Planning Scheme Amendments with description and a List of Municipal Area maps affected by each Amendment refer to VPRS 16260 P1 consignment Melbourne Metropolitan Planning Scheme pp. 39 to 60A and pp.122 to 139.

    To get the Planning Scheme Area Map reference numbers, refer to VPRS 16260 P2, Index to Planning Scheme Maps, Imperial and Metric Series. Each Area is identified by a sequential number, 1 to 96, e.g., Preston is identified by Map Number 44. Four digit numbers, e.g., 2090, 2091 represented the enlarged metropolitan area. Two numbers, e.g., 26 2 represented the metric series number.

    Note
    If you wish to get all the PS amendment numbers for a particular municipal area you may retrieve the appropriate unit (1 to 6) of the P1 consignment of VPRS 16245 Map Index to MMPS Amendment Maps. All amendments from 1 until 529 affecting an area are noted on each municipal area map in red. The use of red numerals ceased on Day One (February 16th 1988). For the L (Local) and RL (Regional and Local) numbers are marked in green, post-1988, refer to VPRS 16155.

    Once you have the PS amendment number/s or the affected map number, you may refer to the consignment details to retrieve the required unit/map.

    Note: A street directory is available at the Inquiries Desk in the Reading Room. It may be necessary to refer to a Melway to identify a particular location or property. You may then retrieve the map for the required municipal area.

    Revocation Maps
    To retrieve Revocation Maps from the P1 consignment, units 669 to 714, you need to obtain the revocation number. For revocation number/s refer to VPRS 16260 P1 consignment, Melbourne Metropolitan Planning Scheme pp 62 to 63.

  • Function / Content
    The Town and Country Planning Board was constituted under the Town and Country Planning Act 1944. An amending Act in 1949, the Town and Country Planning (Metropolitan Area) Act authorised the Melbourne and Metropolitan Board of Works (MMBW) to prepare a comprehensive plan for Melbourne and the Metropolitan area. The Metropolitan area was defined as the area within 15 miles of the General Post Office [Melbourne].

    A subsequent Act in 1954 established the Board as the permanent planning authority for Melbourne and the Metropolitan Area. Responsibilities transferred to the MMBW for the metropolitan area included the preparation or amendment of planning schemes and interim development orders.

    The Planning Scheme approved on 30 April 1968, contained a series of statutory maps and an ordinance. Maps comprising the Melbourne Metropolitan Planning Scheme were numbered sequentially, 1 to 96. It established land use controls by means of zones, and reservation of lands for various public purposes.

    There are two types of information in a planning scheme maps that show the zones and overlays that apply to land covered by the scheme, and written information/ ordinance that sets out the requirements of the policies, zones and overlays.     The Metropolitan planning scheme records were maintained by the MMBW, Planning Branch until 1985 when the Planning Branch became part of a new Planning and Environment Department. During this time the name/s of the data changed from the Melbourne Metropolitan Planning Scheme to the individual Municipal names (pre Local Government amalgamation), to the new municipal names (as at 2009).

    Subsequent Series
    All country Victoria planning schemes (VPRS 16131) and the Melbourne Metropolitan scheme and amendments (this series) were superseded and replaced by the Day One Schemes on 16 February 1988, located in VPRS 16155.

    Following the proclamation of the Planning and Environment Act, 1987 on 16 February 1988, all planning controls made under the Town and Country Planning Act were revoked. They were replaced by 207 new planning schemes prepared under the Planning and Environment Act, 1987.

    Melbourne Metropolitan Region, despite being made up of many councils, was subject to a single Planning Scheme administered by the Melbourne Metropolitan Board of Works, MMBW. In 1988, this changed with the introduction of municipality based Planning Schemes. This resulted in a splitting up of the Melbourne Metropolitan Planning Scheme and an amalgamation of Shire Planning schemes in Country Victoria. This came to be known as Day one and occurred on 16 February 1988.

  • Recordkeeping System
    The first version of the Melbourne Metropolitan Planning Scheme (MMPS), numbered 1 to 48 and at the scale of 1:800 feet was finalised by the MMBW and placed on exhibition for a period of six months for public comment on 21 July 1954. The maps exhibited comprised of Existing Conditions maps, the proposed Planning Scheme maps, and Amendment/s to I.D.O.'s maps.

    Road Reservation Maps 49 to 83, 1:400 feet, complimented the planning schemes with road and open space definitions. Amendment maps are attached.

    Between the 1955 I.D.O. and the 1958 I.D.O., the only amendments were to reservations and appeared in the 1956, 1957 and 1958 Government Gazettes. During this period, the amendment sheets placed behind the Original Exhibition maps showed all amendments approved by the Board.

    The detail road reservation maps (No 49 to 83) incorporated the amendments since 1955.

    All amendments approved by the Board since 1955 were combined with the original Exhibited maps and printed and became the 1959 I.D.O.

    March 16th 1960 saw the first printing of a map which was still an IDO, but consolidated all maps from 1954 to 1959. The maps were printed at a smaller size 300'=1, Nos. 1 to 96 and 400' = 1, 96 to 163. The change in size increased the maps from 48 to 96 with road definition maps subsequently numbered from 97 to 163. (Originally located in one grey folder, maps numbered 1 to 96 and five volumes containing road definition maps).

    The maps were adopted by the Board and submitted to the Minister for Local Government as the Melbourne Metropolitan Planning Scheme, 1954.

    Following March 16th 1960 and up until February 1968, there were a number of modifications made to the scheme which were sequentially numbered from 1 to 5B.

    1961 I.D.O. maps were identical to the 1959 I.D.O. maps.

    Modifications 1 and 2 amended the 1961 I.D.O. at the time of yearly renewal.

    Modification 2 A amended the 1961 I.D.O. without having to renew the same.

    Modification 3 modified and renewed the 1961 I.D.O.

    The Minister for Local Department at that stage decreed that the Planning Scheme would be re-exhibited including all amendments, modification 3 and amendments proposed by himself as Minister.

    Two types of maps were exhibited in the Minister's Exhibition, the X series (1 to 96) which were 1959 I.D.O. printed maps with all amendments added by hand and the Y' series which showed those areas which had been amended since 1955 in the original zoning. These were the only areas to which the public were allowed to object.

    Detail road reservation maps were not exhibited but definitions were available in a set of maps known as R series.

    Modifications, renewals and amendments to the 1961 I.D.O. continued until modification 5 when these amendments plus amendments approved by the Board which would have been modification 6 were combined and printed which were to become the approved Melbourne Metropolitan Planning Scheme in 1968.
    The amendments were consolidated at various periods, for example, 1978, 1980, 1982 and 1985.

    Revocation Maps
    Revocation areas taken out of the scheme between 1954 to 1988 (approved by the Minister under the Town and Country Planning Act 1961) lapsed in the Day One Scheme under the Planning and Environment Act 1987 (gazetted 16th February 1988). Exempt maps were Revocation 7 Heidelberg (maps 58, 59), which were included as Investigation Areas in the Day One Scheme under the Planning and Environment Act 1987.
