How to use the Records
Under the provisions of the Lunacy Act 1915, hospitals were not permitted to apply mechanical means of bodily restraint or seclusion to any patient unless the restraint or seclusion was necessary for purposes of surgical or medical treatment, or to prevent the patient from injury to him or herself or others, or was persistently destroying property. Such restraint or seclusion was not to be applied in any case without the authority of the Superintendent or Medical Officer of the hospital.
A full record of every case of restraint by mechanical means or seclusion was to be kept from day to day, and a copy of the records was to be sent to the Inspector-General at the end of every month. The definition of "Mechanical Means" or restraint was determined by regulations made by the Inspector-General from time to time. Seclusion generally meant cases when a patient was confined in a room or other limited space between 7:45am and 6:00pm where the door could not be opened from the inside.
These volumes record every such case of seclusion and restraint. All patients receiving this treatment are listed, the reason and duration of the treatment is also recorded. Each weekly report is allocated one page. It is signed by the medical superintendent. Both volumes have been used, the pages on the left from the beginning of the volume were used.
Unit 2 of VPRS 7474/P1 also records details of restraint and seclusion at Mont Park for the period 1930 to 1950.
SYSTEM OF ARRANGEMENT/CONTROL
Series: Volume 1 was used to record all cases of restraint.
Volume 2 was used to record all cases of seclusion.
