How to use the Records
System of Arrangement/Control
Series : sequentially by licensing group number
Contents : alphabetically by name of licensing district within each group, and then within each district alphabetically by hotel name.

This series records licensing fees paid by licensees of hotels for the period 1906 to 1926.
Function
The Licences Reduction Board was established in 1907 (Act No.2068) for a period of 10 years to oversee the systematic reduction of hotel licences in Victoria.
Section 112 of the Act made provision for the Board to impose an additional charge on licensed premises in districts where a reduction of the number of licences had occurred in order to make up the amount of licence fees annually lost to the Licensing Fund as a result of such closures. Such charges were to be made on a pro rata assessment of licensed premises which would be likely to benefit by such reductions and these charges were to be paid into the Licensing Fund.
While the precise function of this series is not known it is possible that it was created in order to provide the Board with an overall picture of licence assessment in each district and thus enable it to calculate lost licence fees and assess the pro rata charges which could be made under s.112 of the Act.
Content
The series consists of bundles of spreadsheets reflecting licensing groups, with one spreadsheet allocated to each licensing district.

It is obvious that the records were originally drawn up for the ten year period that the Board was initially set up for, and then added to when the Board's position was re-established with on-going responsibility for licence deprivation/surrender.
From the rough notes and calculations found on each spreadsheet it would seem likely that the record was used as a working document. A total of fees collected from each district is recorded, as are details of licences deprived or surrendered. It is not known what other calculations found on the spreadsheets refer to.

VPRS 8160 Register of Licence Fees Paid contains similar information for the years immediately following this series. VPRS 8160 also contains summary details of licence fees paid for the years 1906-1915 and 1916-1926. It is possible that this information was compiled from this series.
