- How to use the Records
This series provides access to VPRS 15563 Register of Determinations, Planning Appeals and the planning appeal case files listed below:
VPRS 4068 Town Planning Appeals Files (1969 to 1981), VPRS 8345 Appeal Files (Planning) (Sample Only Retained), (1981 to 1988). VPRS 8347 Appeal Files [Sample Only Retained], (January to July 1989).
To access the above series and the registers in this series researchers will need to obtain an appeal number. These may be obtained by examining VPRS 8348 Card Index to Appeal Files (Planning). VPRS 8348 is arranged alphabetically by name of municipality. Researchers therefore need to know the municipality in which the land that was the subject of an appeal was located in order to gain access to the files or the register. The date range of the portion of VPRS 8348 that is known to have survived (as at 1992) is 1976 to 1989. There are also a number of cards missing from within the sequences of index cards for several municipalities.
Note: VPRS 8345 and VPRS 8347 are sample series consisting primarily of files relating to successful appeals only. Virtually all appeal files created in 1981 and 1982 are believed to have been destroyed. In cases where the files have been destroyed, the summary information in the registers in this series may be the only surviving record of the appeal.
- Function / Content
This series comprises registers of appeals created by VA 598 Town Planning Appeals Tribunal from 1969 to 1981, VA 1408 Planning Appeals Board from 1981 to 1987, and the Planning Division of VA 2659 Administrative Appeals Tribunal from 1987 to July 1989. The registers served to allocate appeal numbers, that is, the next unused appeal number in the register was allocated to the next received appeal or application. They also provided a summary record of the progress and results of appeals and controlled the arrangement of planning appeal files. The determinations/decisions were filed in VPRS 15563 Register of Determinations Planning Appeals.
Subsequent Series
In normal administrative practice the Administrative Appeals Tribunal(AAT) had no need of a manual register or index to appeal files from mid 1989. From that time, all AAT appeal cases were registered and accessed by use of a computer case management system known as Courtlink. All inquires relating to appeal files were undertaken by identifying particular files through the Courtlink system.
In 1991 the Records Disposal Authority for records of the Administrative Appeals Tribunal was issued by the Keeper of Public Records as Public Record Office Standard (PROS) 91/10. The standard required that hard copy indexes to appeal files were to be produced annually. The indexes were specified to be produced, primarily, to allow access by researchers to appeal files transferred into archival custody. It was not possible to transfer the control records normally created by AAT, that is, the computer system, into archival custody. The hard copy indexes, which relate to appeal files of all divisions (that is, the Planning, General and Taxation Divisions) of the AAT, have been transferred as VPRS 8375 Index to Appeal Files [Computer Output Index]. The indexes include summary information relating to all appeal files, not just the permanent sample of files. The indexes, while not created as registers, and therefore not subsequent series to this series, may none the less be used to provided information on appeals the files for which have been destroyed.
- Recordkeeping System
The registers are arranged in a numerical sequence with the date range of appeals registered and the range of appeal numbers registered within each book, marked on the covers. Entries within the registers are arranged sequentially by appeal number with details relating to each appeal being recorded across double pages in columns. The format and headings of the columns varied slightly over time. The headings were originally prescribed in the first schedule to the Town Planning Appeals Tribunal Regulations 1969 as: - Appeal Number, - Date Lodged, - File Number, - Name of Appellant/ Name of Applicant, - Location of Land, Municipality, - Responsible Authority, - Proposed Use or Development, - Type of Appeal, - Date of Hearing, - Determination and - Remarks.
This series was created as part of the recordkeeping system which included, planning appeal case files, Index to planning appeals files and Register of determinations.
