    How to Use this Series

    There is no comprehensive index to this series, only a partial one. See below.

    Notifications of intention to build in the City of Melbourne were registered in these volumes in chronological order. The user needs to know the approximate date of the building and choose the appropriate unit from the Records Description List.

    In the Register you will find the registered number of the notification, the exact date of the notice, the name of the builder, the name of the owner, the address, the nature of the building work proposed, and remarks.

    Index

    There is an index at the front of the first volume only. The index is by surname of owner, and it leads to the page number in the volume. It appears to be incomplete due to lack of space in the register. From October 1852 the index was continued in another volume. It and supplementary indexes to the second and third registers in the series comprise the P2 Consignment of the series. The index extends to May 1863.

    Note on the Condition of this Series

    Annotations in ball-point pen have been made against many of the entries in the early volumes. The source of the information is not known. The accuracy of the information added has not been verified. The marks were already made at the time of transfer to the Public Record Office in 1995.

    Function / Contents

    Until 1916, the council only required that the owner notify them of building works to be done. Under subsequent legislation which came into effect in 1916 council changed its requirements and owners or occupiers had to apply for a permit to build or alter a building. The plans had to be approved by the council. (Further research of the legislation related into these matters is needed. See New South Wales Act 13 Vic. No.39 (1849), and the Local Government Act 1915 (No.2686) Sections 197 and 198, and possibly Melbourne City Council by-laws. The Acts were subsequently amended and/or repealed over the years.)

    Information in the Registers includes: date of notice, registered number of notice, name of builder, name of owner, address and type of work to be done (e.g. house, stable, additions, etc.), remarks (such as works commenced), and fees charged.

    System of Arrangement and Control

    Notices were registered in chronological order by date of notice. Notices were registered using a single number. In the early years the registered number began at 1 (one) at the start of the year, but in later years the numbers ran on from year to year.

    Range of Control Symbols

    Register numbers range from: 1 - in Unit 1, 10 January 1850, to 6035 - in Unit 8, 27 April 1916.

    Please note that there is a discrepancy between the last number in the Register and the number of the last notice in VPRS 9288 Notices of Intention to Build. There are a few more notices in the latter series than in the Register. (It is only a matter of two or three notices.)

    The Registers are numbered from 2 (two) to 8 (eight) on their spines. The first volume in the series is not numbered on the spine.

    The notices of intention to build which were registered in these volumes comprise VPRS 9288 Notices of Intention to Build.
