    How to Use this Series

    This series includes strategy plans, drafts and associated reports and submissions used in their preparation.

    Refer to the Records Description List to identify the unit you require.

    Function/Content

    The Upper Yarra Valley and Dandenong Ranges Authority were required to draw up strategy plans for the development of the region under the Upper Yarra Valley and Dandenong Ranges Authority Act 1976 (No.8968), sections 12, 13 and 14. The function of the Authority as defined in the Act was to preserve the environment and character of the region [in the face of expansion of housing and industry in the area]. The strategy plans were amended from time to time. The information in the strategy plans was used by local municipalities, authorities such as water boards and residents.

    The series includes strategy plans, drafts made preparatory to the final plan (showing the development of the ideas in the plans), research reports used in the preparation of the strategy plans, and submissions from the public and other interested bodies - some of which were incorporated into the plans.

    The end date of this series has been given as ? 1995 since although the regional planning function will continue, it is assumed that records documenting the process will be created within the recordkeeping system of the Department of Planning and Development.

    Other Records of this Agency

    The Authority was wound up in 1995 under the Planning Authorities Repeal Act 1994. At this time the other records of the Authority of permanent and long-term temporary value were handed over to either of the two bodies assuming responsibility for the functions of the Authority. The two bodies which received the records were:

    (. the Department of Planning and Development, and
    (. the Shire of Yarra Ranges.

    The Department assumed responsibility for the minutes of the Authority, its administrative records, correspondence files and planning files.

    The Department of Planning and Development inherited the Authoritys statutory planning responsibilities in relation to the Regional Strategy Plan.

    The Shire of Yarra Ranges inherited the Authoritys technical library, permits, photographs and maps.

    The annual reports of the Authority were submitted to the Minister for Planning each year. Under s.34 of the Act the Minister was required to table the reports in each House of Parliament. Reports tabled in the Legislative Assembly may be found in VPRS 3253 Original Papers of the Legislative Assembly Laid on the Table. Reports tabled in the Legislative Council may be found in VPRS 2599 Papers: Reports, Petitions, Returns, Messages, Division Lists, Evidence and Estimates.
