    Function/Contents

    This series consists of records apparently created and accumulated by VA 3121 Royal Commission appointed to inquire into and report upon the Control, Management, Working and Financial Position of the Victorian Railways in relation to evidence presented to the Royal Commission and the response of the Victorian Railways Commissioners to the Report of the Royal Commission. The series includes Letters Patent appointing the Royal Commissioners, Minute Book of the Royal Commission, transcript of evidence, exhibits presented, press cuttings, correspondence, memoranda and legal opinion, statements of evidence presented to the Royal Commission by the Chairman of the Railways Commissioners, statement of evidence presented by the Minister for Railways, Report of the Royal Commission and the comments of the Railways Commissioners on the Report.

    How is the series arranged? [System of Arrangement and Control]

    The original arrangement of these records cannot now be determined. Neither the accession number nor the transferring agency is known. The recording agencies have been deduced from the records e.g. original correspondence to the Royal Commission and the official Minute Book, drafts of memoranda prepared by Victorian Railways Officers, correspondence between the Secretary of the Victorian Railways and interstate officials and documents bearing annotations by Victoria Railways officers.

    This series was reprocessed as part of a 1993 Stocktake Week project. Some of the records had been processed as VPRS 2564 in circa 1979-1981. They had once been part of VPRS 1183 Reports of Royal Commissions, Select Committees and Boards of Inquiry. For further detail see file note in VPRS 1183 series registration file. Other records in this series were estrays processed for the first time during stocktake week 1993.

    The estray records were clearly related to existing records in VPRS 2564. Transcripts of Evidence books 5, 6, 8, 9, 10 had been processed as part of VPRS 2564 in circa 1979-1981; while the estray records included Transcript of Evidence Books 1, 2, 3, and 4 and the transcript of evidence taken at country hearings of the Royal Commission. The existing records in VPRS 2564 included drafts of memoranda and indices to reports found among the estray records.

    An examination of the records in VPRS 2564 revealed that the records of a 1928 investigation by the Auditor-General into the purchase of electrical equipment by the Victorian Railways had been processed in error as part of the records of the Royal Commission. It was therefore decided that VPRS 2564 should be reprocessed. The records of the Auditor-General's investigation were processed as VPRS 8776. The estray records and the records remaining in VPRS 2564 were processed as the P1 consignment of the series.

    Some of the existing documents in VPRS 2564 (and those now in VPRS 8776) had been placed in acid free covers bearing item numbers. The sequence of item numbers was not complete and it is not known when they were allocated.

    A copy of the Records Description List for VPRS 2564 as originally processed has been added to the series registration file.

    Related Records

    VPRS 10214 Commissioners' Policy Files includes a file containing records of evidence given before the Royal Commission on Railways 1928 and newspaper cuttings (see Unit 4, item 30).
