How to Use this Series
The contents of each volume are arranged chronologically by date of meeting. From May 1982 onwards each volume contains a complete set of attached or related papers presented at the meeting.
Indexes do exist for this series but unfortunately they are fragmented. VPRS 8947 is a consolidated index from 1842 up to and including the meeting held on the 16 May 1870. VPRS 8914 indexes meetings for the period 1986 to 1990.The Proceedings of Council Meetings VPRS 8911, which contain indexes up to 1982, and the Notice Papers and Proceedings (VPRS 54) can be used to ascertain what was discussed at the meetings of the council.
From June 1870 to May 1894 each volume has an index to matters discussed at Council meetings.
Function/Contents
This series consists of volumes containing the minutes of meetings of the Council of the City of Melbourne (VA 511). The volumes constitute the official "original set" of minutes which have been created since 1842 in accordance with the Melbourne Incorporation Act (6 Vic, No.7) and its subsequent amendments.
The legislation required that for each meeting of Council, minutes of all proceedings be recorded including the names of all councillors present, all who vote in a decision for or against a motion and, since 1982, reports of committees appointed by the Council to manage various aspects of its operations such as finance, public works and health are included. Separate volumes for these reports were maintained to 1933 (refer to VPRS 3103 MCC Committee Reports). The minutes of the previous meeting must be confirmed at the subsequent meeting, and signed by the Lord Mayor and Town Clerk or Chief Executive Officer.
The minutes relate to a range of activities for which the council is, or has been, responsible including building, health, licensed vehicles, rates, property valuation, Lord Mayor's Fund etc.
After 1982 these volumes contain complete copies of papers presented to the meeting. Printed papers such as By-Laws began appearing as attachments in 1915 and statement of accounts began appearing as an attachment in 1940.
The minutes were handwritten from 1842 to February 1916.
System of Arrangement
The minutes are arranged chronologically by date of meeting. Within each volume the pages are numbered. This page numbering is continuous from the first council meeting until the meeting held on the 16 May 1870. Thereafter the page numbering begins at 1 with each new volume.
Due to duplicate copies of the early minutes being included in this series most volumes prior to 1916 will have a different unit number to that indicated on the spine.
Related Series
VPRS 8913 Notice Papers (which are essentially meeting agendas) provide summaries of items to be discussed at a meeting. After 1916 if a Town Clerk's Correspondence File existed for a subject raised at a meeting then the file number was indicated on the Notice Papers.
VPRS 8911 Proceedings of the Council 1869 to 1992 are almost identical to this series. In some cases sensitive matters may not be included with the copy of the Proceedings. The Proceedings are indexed (at least until 1983) and can be used as a useful entry to this series if the original copy is required. Related papers and attachments presented to the meetings for the period 1869 to 1982 are bound with the copies of the Proceedings.
VPRS 8914 Consolidated Index to Committees, Special Committees and the Council provided access to Council minutes for the period 1986 to 1990.
