- How to use the Records
The Proceedings of Melbourne City Council meetings were arranged in chronological order.
Indexes: Indexes to the Proceedings and Lists of Printed Documents (i.e. attachments) can be found at the front of all except the first volume (unit 1) and some volumes from the 1970s of this series. Index entries were made under subject headings and under proper names. The page number of the proceedings related to an entry was given.
The index and list of printed documents were merged from the 1906/1907 volume onwards.
Separate volumes of indexes to Proceedings of Council meetings were collated for some periods. The periods covered were from 1869 to 1886 and from 1967 to 1977. See VPRS 8912 Indexes to Proceedings of Council Meetings.
Proceedings after August 1983 do not appear to have been indexed. No indexes for that period have been located as at October 1994.
Reports submitted to Council were always included in the Proceedings as part of the related papers. The completeness and quality of the related papers deteriorated after May 1982. For related papers after that time, see VPRS 8910 Minutes of Council Meetings.
Gap in the Series Date Range in the P1 Consignment
There are no volumes of Proceedings of Council Meetings from part of 1877 to part of 1877. The proceedings of Council meetings for this time may be found in VPRS 54 Notice Papers and Proceedings, or alternatively in VPRS 8910 Minutes of Council Meetings.
P2 Consignment
The P2 consignment consists of three volumes of amendments to memorandums to accompany Report number 139 and numerous subsequent memorandums of the Traffic and Parking Committee submitted with the Orders of the Day from 1959 to 1972.
The amendments were referred to in the Proceedings under particular Orders of the Day but they were not included in the related papers that were bound with the Proceedings. The amendments are numbered from 1 to 199 and were bound into volumes.
It would appear that these volumes were held for use by the Clerk of Public Works and Traffic Committee.
Series in Custody
Proceedings from 9 September 1869 to 16 August 1990 were taken into the custody of the Public Record Office in September 1995. Proceedings from 1990 onwards remained in the custody of the City of Melbourne as at October 1994.
- Function / Content
The Proceedings consist of a printed version of the Council meeting minutes. Information included the date and time the meeting was held, brief accounts of reports submitted under the Orders of the Day, accounts paid, and motions put forward. Outcomes were indicated, for example that the motion was adopted (or otherwise), and if the accounts were passed for payment.
From 1869 to May 1982, related papers or attachments were included in the bound volumes. The attachments consisted of reports, financial statements, figures for attendance at meetings by councillors, and correspondence presented at meetings.
After 19 May 1982, the most complete sets of related papers were bound with the minutes of the Council meetings. The related papers bound with the Proceedings from that time on were not complete and/or were poor photocopies.
- Recordkeeping System
Proceedings were arranged in chronological order by date of meeting.
The Proceedings, and later the attachments (or related papers), were subsequently bound into volumes.
Related papers were arranged in the order in which they were presented at the meetings. Related papers appeared as one sequence after all the minutes in each volume.
The Proceedings were usually indexed under names and subject headings. The indexes facilitate access to the Proceedings, and indirectly to the Minutes.
Overlap with VPRS 54/P
VPRS 54/P Notice Papers and Proceedings of Meetings of Melbourne City Council. This series consists of Notice Papers and Proceedings from 1851 to 1880, and Proceedings only from 1881 to 1887. Also, these volumes include attachments for many meetings from 1851 to 1887. (There is some overlap in the content of these series, specifically Proceedings from 1869 to 1887.)
